Tooltips also known as hover text is a support tool for the reader.  An acronym, name, professional jargon, or phrase will appear with dots underneath it to alert the reader the feature is available.  And the reader places the mouse on the expression and the explanation will appear in a box above the text.  It will disappear when the mouse is moved away from the phrase.
